Let’s get kids walking and wheeling to school!

Active School Travel is a program of Green Communities Canada dedicated to children’s mobility, health, and happiness. The program offers step-by-step guidance and tools that brings together school and community stakeholders to address transportation issues and increase active modes of travel. 

An Urgent Problem.

In recent decades, the number of students in Canada walking or wheeling to school has declined, with families increasingly turning to private vehicles for students’ school commutes. Between 2014-2016, only one fifth of Canadians aged 5 to 19 travelled actively for their school commutes, while the majority used passive modes of travel like driving or taking the bus. 

The growing dependence on private vehicles to get to and from school is associated with rising environmental, health, and safety concerns. Active School Travel reduces congestion and pollution while improving children’s health, safety, and academic performance.

Solutions that work

Our programming is informed by research on what determines the success of community-level interventions. We involve parents, school staff, and the surrounding community. We also address multiple factors including infrastructure and the Five E’s approach in a way that is tailored to each school’s needs.

How the movement started

Alarmed by growing traffic congestion at her own children’s school, and inspired by the Safe Routes to School initiative in the UK, Jacky Kennedy introduced activities to get more kids walking and wheeling at three Toronto schools in the mid-1990s. 

By 2000, the idea was spreading across Ontario. Most often, the program was introduced to each school community as a pilot project led by public health staff, with guidance and support from Jacky Kennedy and Green Communities Canada (GCC).

These early efforts focused on education and encouragement. Although results were encouraging, it became clear that a more comprehensive approach was needed to generate significant and sustained increases in active school travel. 

Since the 1990s, Green Communities Canada has demonstrated the remarkable benefits of Active School Travel and our powerful toolkit for School Travel Planning.

A History of Success

For three decades, Green Communities Canada has been a leading organization in Active School Travel. We do this through research, advocacy, resources, partnerships, and on-the-ground programming. This movement has a history of success, and we need to scale up efforts over the years to come.

1990s

Inspiration

Living in Toronto, Jacky Kennedy is alarmed by growing traffic congestion at her own children’s school. She is inspired by the Safe Routes to School initiative in the UK. Kennedy introduces activities to get more kids walking and wheeling at three Toronto schools.

2000s

The Idea Spreads

By 2000, the idea of active school travel was spreading across Ontario. Most often, the program was introduced to each school community as a pilot project led by public health staff, with guidance and support from Jacky Kennedy and Green Communities Canada. It was clear that a comprehensive approach was needed to generate significant and sustained increases in active school travel.

2006-2009

School Travel Planning

Based on research into international best practices, Green Communities Canada adapted School Travel Planning (STP) for Canada. STP is community-based model that systematically addresses barriers and incentives for walking to school. This model is pilot tested in four provinces and findings are used to develop a detailed toolkit for use by schools and communities.

2009-2012

Scaling up

GCC and multiple partners introduced STP to more than 120 schools across Canada. The Children’s Mobility, Health and Happiness project was generously funded by the Canadian Partnership Against Cancer and the Public Health Agency of Canada. See Executive Summary.

2017-2022

Leadership in Ontario

GCC’s program was expanded thanks to funding from the Government of Ontario. Renamed “Ontario Active School Travel (OAST)”, the program invested $2.8 million into local active school travel initiatives across 62 communities in Ontario.

2022-2026

Overcoming challenges in Ontario

With dramatic cuts to provincial funding in Ontario, GCC’s continues to build the Active School Travel movement by leveraging strong commitments and relationships with specific school boards. The Toronto District School Board and the Toronto Catholic District School Board have committed to expand engagement to an additional 105 schools between 2023-2026.

2024-2027

Federal Leadership

With funding from the Public Health Agency of Canada, Green Communities Canada leads the National Active School Streets Initiative (“School Streets”) with implementations across Canada.
